We’re proud to announce that Sopra Steria Netherlands has been awarded Atlassian Partner of the Year 2024-2025 - EMEA Government! This recognition celebrates our outstanding work in leading one of the most impactful governmental cloud migrations in the Netherlands.
Our team successfully migrated Kadaster, a key agency under the Dutch Ministry of the Interior and Kingdom Relations, from Jira Server to Atlassian Cloud Enterprise, supporting over 1,200 users. Kadaster plays a vital role in registering real estate and property rights across the Netherlands, making security, compliance, and reliability critical in this digital transformation.
Security was a top priority throughout the project. We implemented a secure Atlassian environment using Atlassian Guard, applying carefully designed policies that align with stringent governmental standards. Our experts explored and leveraged every aspect of Atlassian’s privacy, security, and compliance capabilities to ensure a future-proof cloud setup.
This migration marked a full digital transformation for Kadaster. A major milestone was setting up a professional Portfolio Management framework in Jira Plans, enabling streamlined collaboration across departments and other federal agencies.
We also created a dedicated Atlassian Organisation with two sites—one for Kadaster and one for TBO (Tactical Management Organisation), a coalition led by Kadaster and including Rijkswaterstaat, KOOP, and Geonovum. The centralised, per-user licensing model was a perfect fit, allowing consistent and efficient deployment of Atlassian tools across all involved agencies. This migration also supports the implementation of the Environmental Act 2024, which unifies and simplifies Dutch legislation on the living environment. The digitisation of these processes, supported by Atlassian Enterprise, showcases how cloud solutions can drive innovation in public sector operations.
We achieved this milestone through close collaboration with Atlassian teams, including a dedicated Migration Manager, a local Solution Engineer, and strong support from our Partner Manager to ensure the best possible license offer.
Looking ahead, we’re excited to continue our cloud migration journey with other leading institutions, including our upcoming project for the University of Amsterdam.
